The Victoria State Emergency Service (VICSES) serves as the control agency for flood, storm, tsunami, earthquake, and landslide emergencies throughout the state. It also maintains the largest Road Crash Rescue network in Australia, featuring specialist teams in 104 of its 154 units across Victoria.

Emergency Response Capabilities

In addition to its primary roles, VICSES provides critical support for a wide range of incident response activities, including:

  • RAIR (Road, Air, Industrial, and Rail): Specialist vehicle extrication.
  • Fire Support: Assisting partner agencies in fire suppression and logistics.
  • Search and Rescue: Including alpine rescue for missing or injured persons, and high-angle vertical rescue in specific locations.
  • Structural Incidents: Managing building damage, collapses, and Urban Search and Rescue (USAR).
  • Land Operations: Assisting in missing person searches, evidence collection, crime scene protection, and emergency lighting.
  • Water-Based Rescue: Operations in lakes, rivers, and caves, as well as land-based swift water rescue.
  • Marine/Offshore Rescue: Specialized services provided specifically by the VICSES Inverloch Unit.

Impact and Governance

VICSES remains a cornerstone of Victorian community safety. In the 2024–2025 period, the agency responded to 35,940 emergency incidents, with volunteers and staff contributing a total of 342,374 hours to assist those in need.

The organization operates under the Victoria State Emergency Act (2005) and works alongside Emergency Management Victoria (EMV). As a Statutory Authority, VICSES is governed by a Board accountable to the Minister for Police and Emergency Services.

Scope of Assistance

As an emergency services agency, VICSES may undertake temporary emergency repairs to private property or Crown land during a crisis. However, the agency’s remit does not include general maintenance. For minor leaks, superficial damage, debris removal, or the felling of standing trees, residents should contact a professional tradesperson.
